President Putin’s India Visit: What Can Be Expected?

Russian President Vladimir Putin will be arriving in New Delhi today for a two day highly anticipated visit.
He will be participating in the 23rd annual bilateral summit with Prime Minister Narendra Modi.
The visit, which will be watched across the world, is expected to focus mainly on defence agreements and energy security. India is one of the largest purchasers of Russian arms – almost 37 percent of its procurements are from Russia. While no big-ticket deals are expected to be announced during the visit, India is seeking to order more S-500 Triumf missile systems, which are the updated version of the S-400 system, two batteries of which are still to be supplied. Also on the agenda will be the SU-57, the Russian stealth fighter jet, one of the options India is considering for procurement for its air force.
Bilateral talks — first in a narrow format, then expanded to include delegations — will take place at Hyderabad House.
The president will be accompanied by a high level delegation including nine cabinet ministers, including Andrei Belousov, Anton Siluanov, Vladimir Kolokoltsov and Central Bank Governor Elvira Nabiullina. Notably, Foreign Minister Sergey Lavrov is skipping the trip, with Deputy Minister Andrei Rudenko representing the ministry. The delegation also includes leadership from Rosatom, Roscosmos, Sberbank, Rosneft, Rusal, VTB and multiple regulatory bodies.
The expected agreements from the summit are:

- A 2030 roadmap for Russia–India economic cooperation
Ten intergovernmental agreements are also expected which would include:
- A pact on the mutual employment of Indian and Russian citizens
- A framework to combat illegal migration
- A memorandum on liquid rocket engine production
The visit will also see the India-Russia Inter-Governmental Commission on Military & Military-Technical Cooperation (IRIGC-M&MTC), which will be chaired by Raksha Mantri Shri Rajnath Singh and Russian Defence Minister Mr Andrei Belousov on 04 December 2025 at Manekshaw Centre, New Delhi.
President Putin will leave for Moscow on Friday late evening, wrapping up a visit seen as highly significant given its timing and the range of events he will be participating in.
This will be President Putin’s tenth visit to India.
