Flowserve US and CORE Energy’s Collaboration Marks Historic First-Ever Transfer of PCP Technology to India under India-US Civil Nuclear Cooperation
New Delhi, September 2, 2025: In a landmark first for India’s nuclear sector, CORE Energy Systems Ltd. and Flowserve US Corporation have entered a strategic collaboration to locally manufacture Primary Coolant Pumps (PCPs) a milestone that strengthens India’s nuclear PHWR fleet and also advances the U.S.–India 123 Civil Nuclear Agreement. The localisation of this manufacturing work signifies a major advancement in India’s capacity to independently build, operate, and expand its civil nuclear fleet.
This collaboration has been formalized by the Flowserve US and CORE leadership in a signing ceremony in Washington, DCin front of officials from the U.S. Department of Energy and the Indian Embassy, underscoring the strategic importance of U.S.-India civil nuclear cooperation. PCPs are among the most technologically intensive and critical components of a nuclear power plant, enabling a continuous coolant supply to remove heat from the reactor core protecting the reactor and ensuring uninterrupted, safe power generation. Localising the production will build domestic capability, supply-chain resilience, and vendor ecosystems — reinforcing India’s nuclear programme in line with Atmanirbhar Bharat.
The pumps were designed with a strong emphasis on reliability and ease of maintenance. Flowserve US has more than 5,000 pumps and 15,000 valves installed in India. more than 200 nuclear reactors worldwide. The first primary coolant pumps went into service in the 1960s and approximately 245 of them continue in operation today in 57 reactors in 7 countries. Flowserve US is very active in the global nuclear industry, working to enable the rapid deployment of large reactors and small modular reactors, and the life extension, power uprates, and restarts of operating reactors. First-of-Its-Kind Technology Transfer Approved
In a watershed moment for Indo-U.S. strategic collaboration, the U.S. Department of Energy (DOE) has granted Flowserve US specific authorization under 10 CFR Part 810. This authorisation enables Flowserve US’s advanced PCP technology to be transferred to India, reflecting the trust and depth of bilateral nuclear cooperation. Earlier, in November 2024, India’s Department of Atomic Energy (DAE) authorised CORE to collaborate with Flowserve US, with an assurance to the U.S. that the transferred technology will be utilised exclusively for peaceful civil nuclear activities meeting the terms of U.S. Government requirements. It marks the very first U.S. authorisation for an Indian collaboration of this nature and scope, catalysing sovereign local manufacturing of this mission-critical nuclear reactor equipment.
Supporting India’s Nuclear Ambitions and ‘Make in India’ Vision India currently operates 25 nuclear reactors generating 8,880MW, with eight new units (6.6GW) under construction and an ambitious target of 100GW of nuclear capacity by 2047—central to the national vision of Viksit Bharat and Net Zero. The localisation of PCP manufacturing is a decisive step to build a resilient domestic supply chain, unlocking new capacity, supporting private participation, and reinforcing energy self-sufficiency under the “Make in India” and “Atmanirbhar Bharat” initiatives. During the visit of Prime Minister of India to U.S. in February 2025, both the Leaders, Prime Minister Narendra Modi and President Donald J . Trump, announced their commitment to fully realize the U.S.- India 123 Civil Nuclear Agreement by moving forward with plans to work together to build U.S.- designed nuclear reactors in India through large scale localization and possible technology transfer. This collaboration between Flowserve US and CORE is a direct step toward realising that vision.
