India and China are secretly helping Russia ‘s war on Ukraine, a new Reuters investigative report says. The two countries are sidestepping Western sanctions—often through the use of front companies, the report says.

A notable finding includes a $1.4 million explosives compound sales agreement between a private Indian firm and two Russian companies. Of this, $1 million was sent to Promsintez, a company that has documented ties to the Russian military. An additional $400,000 worth of explosives was reportedly purchased by High Technology Initiation Systems, a Russian underground mining company. Reuters said it’s unclear whether the latter is suspected of using dual-use technologies to bolster President Vladimir Putin’s military objectives.

Chinese-made engines used for Russia’s drone production were found to have been shipped to Russian weapons-maker IEMZ Kupol to increase its production of the Garpiya-A1 attack drone.

However, the shipments from Beijing Xichao International Technology and Trade, were made under the description of “industrial refrigeration units” to avoid Western sanctions implemented in October 2024. Kupol reportedly signed a contract with the Russian defense ministry to ramp up its production of the long-range drones – which have been used to hit civilian and military targets across Ukraine – to secure the manufacturing of some 6,000 drones this year, up from the 2,000 drones produced in 2024.

While the U.S. has imposed numerous sanctions on individuals and companies globally, Chinese entities have faced the bulk of punitive actions. However, this hasn’t deterred Beijing.
