What are the Main Points of the Final BRICS Declaration?

The BRICS summit in Rio de Janeiro adopted a final declaration. The participating states made statements on the Pahalgam terror attacks, the Ukrainian, Iranian-Israeli and Palestinian-Israeli conflicts, called for reforming international institutions and spoke out against the space arms race.

On international conflicts, and institutions, and terrorism:
The BRICS condemned the terrorist attacks on bridges and railway infrastructure in the Bryansk, Kursk and Voronezh regions.
BRICS expressed hope for a settlement of the Ukrainian conflict. BRICS leaders condemned the Israeli and US strikes on Iran and its nuclear facilities.
BRICS expressed concern about the growing risks of a nuclear conflict.
BRICS called for continued negotiations on a ceasefire in Gaza.
BRICS believe that Gaza and the West Bank should become a single state.
BRICS called for a peaceful settlement of the conflict in Sudan.
BRICS spoke in favor of the territorial integrity of Syria and welcomed the lifting of sanctions.
BRICS have called for urgent reform of the Bretton Woods institutions, which include the International Monetary Fund and the World Bank.
BRICS have called for the lifting of unilateral sanctions and reform of the WTO.

The BRICS expressed strong condemnation of any acts of terrorism as criminal and unjustifiable,
regardless of their motivation, whenever, wherever and by whomsoever committed.

The BRICS condemned in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April  2025, during which 26 people were killed and many more injured.

The BRICS reaffirmed their commitment to combating terrorism in all its forms and manifestations, including the
cross-border movement of terrorists, terrorism financing and safe havens.

The BRICS reiterated that terrorism should not be associated with any religion, nationality, civilization or ethnic
group and that all those involved in terrorist activities and their support must be held accountable and brought to justice in accordance with relevant national and international law. We urge to ensure zero tolerance for terrorism and reject double standards in
countering terrorism.

On the work of BRICS

BRICS acknowledged that the expansion of the association and its agenda requires adjustments to the methods of the alliance’s work.

The BRICS support the growing role of the New Development Bank and encourage expansion of the number of members.

BRICS called for further discussion of the cross-border payments initiative.

BRICS agreed in principle to create a BRICS Space Council.

BRICS stated the importance of developing a grain exchange for the association.

The BRICS summit in 2026 will be held in India.

BRICS opposes the arms race in space and propose to adopt a corresponding document.

BRICS recognize the need to use space technologies for peaceful purposes.

BRICS advocate the creation of a safe and stable digital environment.

BRICS  reaffirmed their commitment to combating any form of terrorism.

BRICS reject unilateral measures taken under the pretext of environmental issues
