India, Russia Activate RELOS
The agreement Indo-Russian Reciprocal Exchange of Logistics Agreement (RELOS) was signed between New Delhi and Moscow last year in February.
The agreement was ratified by Russia in December 2025, on the eve of the visit by Russian President Vladimir Putin to New Delhi for the annual bilateral summit.
This will strengthen long-term military cooperation, particularly for servicing India’s Russian-origin military equipment and enabling longer deployments. It also covers joint military exercises, training and humanitarian missions, deployment of military personnel and equipment, as well as but regulates logistics.
RELOS will increase India-Russia defence cooperation in the Indo-Pacific and Arctic regions, enhancing interoperability between the armed forces of the two nations.

It will also allow reciprocal access to military facilities, including airbases and ports, to support ships, aircraft and personnel. It will provide India access to Russian naval and air bases, including in the Arctic, and will allow Russia access to Indian facilities.
